Act sought to regulate bandhs

KATHMANDU: The National Human Rights Commission today suggested that the government prepare a separate law to regulate strikes.

The country witnessed more than a dozen days of bandh, called by various groups demanding that rights be guaranteed in the new constitution, and by those protest against price hike, since the Nepali calendar year began, said the statutory rights body.

“We do not want to give legitimacy to bandhs. But we want the government to regulate such forms of protest as human rights defenders, journalists and ambulances have also been targeted during the strikes,” said Kedar Nath Upadhayay, chairman of the commission.

Although everyone has the right to protest, the government should not allow protesters to take control of the roads, he added.

“Everyone should respect the rights of the others while demanding for their own,” said Upadhayay. “The government must be ready to punish those who break the law even during the bandh. Those attacking rights defenders, journalists and essential service providers should be punished by preparing a separate Act,” the chairman suggested.

Citing grievances of agitating groups, Upadhayay suggested that the media and the rights defenders be impartial in the work and adhere to the highest degree of professionalism.Himallayan:
