KATHMANDU: Parliamentarians today termed that the government’s works on rescue and rehabilitation of the Seti flood victims as ‘too slow’.
Ten days after the flood, the government has not yet able to confirm how such a massive flood occurred in the region as debatable reports on the origin of the flood has been already out.
According to the government, it was due to the landslide dam outburst but some experts have been saying that there could be an ava-lanche that induced flood.
“It’s disappointing that the government couldn’t able to point out the actual cause of flood,” said Janak Kumari Chalise, member of the Parliamentary Committee.
Most members expressed their dissatisfaction over the delay in fact finding and rescue and relief to the victims. However, secretaries from various ministries said that prolonged bureaucratic procedures to spend money have come as a hurdle to work immediately during emergency situations.
“We have to follow general procedures even during disasters and emergency situations. We need to ease the financial rules to work fast during such situations if we want to get relief packages to the victims immediately,” said Sheetal Babu Regmi, Secretary, Ministry of Local Development.
Meanwhile, Home Secretary Sushil Rana said that his ministry has been doing the best considering the financial constraints. Parliamentarians, however, said that the victims have not yet received any money that was declared by the Prime Minister during his field visit.
“Our tendency is that we commit to provide relief verbally, but when it comes to implementation we linger for months. It should not be repeated for Seti victims,” said Chimi Rai, another member of the Parliamentary Committee.
The committee today directed the ministries to send the detail report of the flood within a month. “We need to install early warning systems in the vulnerable river basins as soon as possible,” said Shiva Raj Gautam, another member of the Parliamentary Committee.
Representatives from the Ministry of Environment, Ministry of Forests and Soil Conservation, Ministry of Local Development and Ministry of Home Affairs said that there is need to mark the river area by putting poles on banks after which no one would be allowed to settle in that area. Himalayan:
